Exemption Information:

If you are 65 or know anyone turning 65, have them contact their Assessor Office for an Enhanced Star Application.

 

Renewal applications for the Enhanced STAR, Senior Citizens Limited Income, Disability and Agriculture Exemptions are mailed to property owners each Fall. These renewal applications must be filled out and returned to my office, with all supporting documentation, as soon as possible but no later than March 1st, Taxable Status date.

 

Applications received after this date will not be approved. You will be notified by mail if you were denied and your exemption was removed.

 

Changes to STAR:

Scenario 1 - You (the homeowner) recently purchased the property, and the property has a STAR exemption on the 2016 roll for the prior owner.

  • You will recieve a STAR property tax exemption on your school tax bill this September, but that will be the last time this property can receive a STAR exemption.
  • In future years, you can receive a check by registering with theTax Department next year.
  • The amount of the check will be the same as the STARtax savings you would have seen if you received the exemption on your property tax bill.
  • Once you register, as long as you remain eligible, you'll automatically receive a check each year.

Scenario 2 - You (the homeowner) recently purchased the property and the property does not have a STAR exemption on the 2016 roll.

  • New STAR applicants now receive the benefit directly from New York State in the form of an annual check every September.
  • The amount of the check will be the same as the STAR tax savings you would have seen if you received the exemption on your property tax bill.
  • To receive the check, register with the Tax Department.
  • You'll be able to register on the Tax Department website or by phone beginning later this month.

Scenario 3 - You (the homeowner) are not a new owner. The property does not have a STAR exemption on the 2017 roll.

  • New STAR applicants now receive the benefit directly from New York State in the form of an annual check every September.
  • The amount of the check will be the same as the STAR tax savings you would have seen if you received the exemption on your property tax bill.
  • To receive the check, register with the Tax Department.

Scenario 4 - You (the homeowner) are not a new owner and have received the STAR exemption on the 2015 and 2016 rolls, and are applying for the Enhanced STAR exemption on the 2017 roll

  • Since the property received STAR on the 2015 roll and you owned the property on the 2015 taxable status date, you may continue to receive the STAR exemption as long as you own the home and are otherwise eligble.
  • You are not required to switch to the credit.

 

Other Information:

The Assessor will be in attendance of the Tentative Roll at the Town Hall on May 9 from 10am-1pm  and again at 6pm-9pm, May 18 from 10am-1pm and again at 6pm-9pm, May 19 from 10am-1pm and again at 6pm-9pm, Saturday  May 20 from 9am-noon.

 

The Assessor encourages homeowners with question to contact the Assessor before Grievance Day. 

 

Grievance Day is May 23 from 4-8 pm at the Town Hall, Grievance must be in the Assessor office on or before Grievance Day.

 

The West Monroe Grievance Board has asked for completed Grievance's forms to be turned in at least a week prior to Grievance Day. Grievances will be heard first by appointment on May 23. Appointments to appear in person before the Board of Assessment Review can be scheduled with the completed RP-524.

 

 

When using the Tax Calculator remember Special Districts and Exemption are not considered

Residential Assessment Ratio (RAR)

A percentage established by the State Board of Real Property Services according to law, using the ratio of assessed value to the sales price for each usable residential sale in a recent one-year period. Ratios are then listed from highest to lowest; the midpoint (median) ratio is selected as the RAR. The RAR can be used to prove that a residential property is assessed at a higher level than other homes on the assessment roll. Your locality's RAR indicates at what percent of full value residential properties are assessed. For example, a RAR of 20 indicates that residential properties are assessed at approximately 20 percent of their full value.

Taxable Status Date
The ownership and physical condition of real property as of this date are assessed (valued) according to price fixed as of the valuation date. All applications for property exemptions must be filed with the assessor by this date.
Equalization Rate
"State equalization rate" means the percentage of full value at which taxable real property in a county, city, town or village is assessed as determined by the state board." (RPTL Section 102) The rate is a ratio of the sum of the locally determined assessed values for all taxable parcels for a given assessment roll divided by ORPS's estimate of total full value for that same roll.
Grievance Board

The West Monroe Grievance Board is asking for the completed Grievance form RP-524 to be turned in at least a week prior to Grievance Day. Grievances will be heard first by appointment on May 23,2017.  Appointment's to appear in person before the Board of Assessment Review can be scheduled with the completed RP-524.

 

If you disagree with your property's assessment, in order to protect your right to assessment review, you must file a formal written complaint on the prescribed form RP-524, available from your assessor or online.

Grievance Day is May 23,2017 in the West Monroe Town Hall at 46 County Route 11. Grievances will be heard 4-8 pm.
